Texas Health Insurance

Texas Health Insurance — Straightforward Coverage for the Lone Star State

Texas has more uninsured residents than any other state — but quality coverage is more accessible than most Texans realize. Texas Health Plans connects you with licensed Texas advisors who compare every plan available in your county from BCBS Texas, Ambetter, Molina, Oscar, and UnitedHealthcare. Plans are available in all 254 Texas counties, and many Texans qualify for subsidized or zero-premium coverage after tax credits.

The Texas Health Insurance Reality

Texas did not expand Medicaid under the ACA. Texas has the highest uninsured rate in the United States — roughly 18% of Texans go without coverage. At the same time, the Texas marketplace offers plans in all 254 counties, and enhanced premium tax credits mean many Texans now qualify for subsidized or zero-premium plans after credits. Our licensed Texas agents serve every region from the Rio Grande Valley to the Panhandle and from El Paso to Beaumont.

Texas Carriers We Compare

Blue Cross Blue Shield of Texas (BCBS Texas)

The largest health insurance carrier in Texas by enrollment. Strong statewide PPO networks, good provider relationships in the major metros, broad presence in Houston, Dallas, San Antonio, Austin, and El Paso.

Ambetter from Superior HealthPlan

A leading marketplace carrier in Texas with strong HMO networks, particularly in South Texas, Houston, and Dallas-Fort Worth. Often a competitive subsidy match for low-to-mid income Texans.

Molina Healthcare of Texas

Strong presence in border counties, the Rio Grande Valley, and metro Houston. Known for serving lower-income marketplace populations and historically tight HMO networks.

Oscar Health Texas

Tech-forward marketplace carrier with strong telemedicine integration. Solid presence in Austin, Dallas, Houston, and San Antonio. Tends to attract younger marketplace enrollees.

UnitedHealthcare Texas

Returned to the Texas individual marketplace in recent years. Strong national network, useful for Texans who travel out of state or have providers across multiple states.

Types of Texas Health Plans Available

Texas ACA Marketplace Plans (On-Exchange)

Plans sold through Healthcare.gov during Open Enrollment (November 1 – January 15) or after a Qualifying Life Event. Eligible for premium tax credits and cost-sharing reductions. Four metal tiers: Bronze, Silver, Gold, Platinum. Subsidies make Silver plans particularly attractive for many Texas households.

Off-Marketplace Texas Plans

Plans sold directly by Texas carriers outside Healthcare.gov. Not eligible for subsidies, but can offer broader networks or lower unsubsidized premiums — useful for Texans whose income makes them ineligible for marketplace credits.

Texas PPO Plans

Greatest flexibility. See any in-network specialist without a referral, with some out-of-network coverage. Ideal for Texans who travel within or beyond the state and want to preserve existing provider relationships.

Texas HMO Plans

Lower premiums in exchange for a referral-based model with a primary care physician. Strong value for Texans who don't mind a defined network.

Texas HDHP + HSA Plans

High-deductible plans paired with a tax-advantaged Health Savings Account. Strong fit for healthy higher-income Texans who use medical services rarely and want to build a tax-advantaged medical savings cushion.

Short-Term Texas Plans

Bridge coverage for Texans between jobs, between hitches in oil and gas, or who missed Open Enrollment. Not ACA-compliant; best for limited gaps.

CHIP Texas

Children's Health Insurance Program coverage for kids in working Texas families above the Medicaid line. Often coordinates with a parent's marketplace plan to cover the whole household at the lowest combined cost.

What Texas Marketplace Plans Cover

Every ACA-compliant Texas plan must include the essential health benefits required by federal law:

  • Preventive care and screenings at no cost-sharing
  • Emergency and urgent care
  • Hospitalization and surgery
  • Primary care and specialist visits
  • Prescription drug coverage
  • Mental health and substance use disorder services
  • Maternity, pregnancy, and newborn care
  • Pediatric services including pediatric dental and vision
  • Laboratory, imaging, and diagnostic services
  • Telehealth and virtual care
  • Rehabilitative and habilitative services

Do You Qualify for a Texas Subsidy?

Most Texans buying coverage on their own qualify for at least some level of premium tax credit. Enhanced subsidies under recent federal legislation eliminated the old 400% Federal Poverty Level cliff, meaning Texas households at moderate-to-higher incomes can still receive meaningful premium assistance. A Texas family of four can often qualify for some subsidy well into the low-six-figure income range. A licensed Texas Health Plans advisor will run your exact numbers at no cost.

When Texans Can Enroll

Texas Open Enrollment runs November 1 through January 15 each year. Coverage starts February 1 for plans selected after December 15. Outside Open Enrollment, you need a Qualifying Life Event to trigger a Special Enrollment Period (SEP), including:

  • Losing employer or other minimum-essential coverage (60-day window)
  • Moving to or within Texas
  • Getting married or divorced
  • Having or adopting a baby
  • Aging off a parent's plan at 26
  • Becoming a U.S. citizen or lawful resident

Why Use Texas Health Plans

Our advisors are licensed in Texas and exclusively serve Texas. We understand the differences between BCBS Texas in Hidalgo County and BCBS Texas in Travis County — they're not the same network. We know which carriers have left and re-entered the Texas market in recent years and what that means for your providers. Our service is free to you because carriers compensate us when you enroll. You pay the same as buying direct, or less.
